HSE ROLES AND RESPONSIBILITIES:

·       Conduct safety induction training for newly hired employees and contractors.

·       HSE site visit practices on daily basis checks of work sites

·       Develop, and update the HSE Plan & Procedures.

·       Preparing the TRA (Task Risk Assessment), JSA, and RA

·       Monthly perform Audits and Inspection at the workplace and with constrictors

·       In case of incident, Investigation accident, Incident and near misses.

·       Prepare and maintain statistical/ KPIs records of site HSE performance.

·       Follow company HSE policy and contractor-related policies, plans, procedures, and guidelines

·       Coordinate/ participate in safety walks and safety tours.

·       Preparing ERP Emergency Procedures and Coordinate mock drills as per the standard

·       Compliance IMS ISO 45001

·       Shut down jobs monitoring critical all types of confined space entry jobs in shut down.

·       Construction Waste management system waste handling system  compliance

·       Lead or Monitoring/coordinate critical lifting /Rigging activities.

·       Inspection of all Types of Scaffolding with scaffold inspector.

·       Monthly Inspection of fire safety equipment and Tools.

·       Promote, support, and participate in the HSE Observation program

·       Conduct Tool Box Talk at the site

·       Daily Inspections of ongoing work activities at the Site

·       Conducting Inspections of the workplace to identify potential hazards

·       Daily Unsafe Observations and findings were given to the contractor for rectification

·       Monthly Inspections of Mobile vehicles

·       Conducting drills such as Fire drills and Emergency Evacuation drills

·       Conducting walk-through at the project site with all Contractors, Sub - Contractors and Clients Project managers, Construction Managers, and Safety personnel.

·       Conducting the Weekly Safety Meetings with Contractor Safety personnel.

·       Attending meetings with the Client and discussing the Site Health and Safety reviews and updates.

·       Monitoring and conducting the training programs for workers on safety-related matters to make sure they are aware of regulations and procedures.

·       Preparing the Daily, Weekly, and Monthly Safety Reports.

·       Investigating the accidents and preparing the accident/incidents reports.

·       Inspecting and monitoring work permits of Contractors and Sub – Contractors.

·       Evaluating hazardous conditions and recommending engineering controls, administrative controls / and or personal protective equipment.

·       Ensure that all new employees or operatives collaborating with the company received the H&S orientation program.

·       Inspect and monitor the place of work, ensuring that all H&S Procedures, Safe working practices are being conducted properly following relevant H&S legislation and with the requirements of the Company.

·       Promote client health, safety, and environmental requirements through awareness and monitor compliance with the said requirements.

·       Investigate accidents/incidents including near misses and determine probable causes and develop appropriate safety measures to prevent the recurrence of similar incidents.

·       Monitor and ensure good housekeeping practices are maintained.

·       Inspection of working on High elevation, fall protection, scaffolding.

·       Arrange the required safety signboard.

·       Proper use and maintenance of PPE at Site.

·       Respective organization to ensure an exemplary health and safety culture as well as a strong focus on the environment. Support the business by applying in-depth HSE knowledge to offer solutions and advice.

·       Implements policies and standards.

·       Assists line managers and supervisors in understanding obligations, liability, and how to fulfill their roles, according to local HSE law.

·       Provide training and awareness courses on HSE and related areas.

·       Setup and review HSE SOPs, process and documentation

·       Resolve HSE issues at site, record issues for future learning/trends, and raise major issues for greater awareness and resolution at higher levels if required.

·       HSE reporting and participation/leading investigations of accidents/incidents.

·       Assist in coordinating with Management, Owners, Contractors, and local government authorities on all HSE matters.

·       Assist in the implementation, review, and improving the Safety Management System, OHSAS 18001, and ISO 14001 systems.

·       Conducting and Managing Internal Audits (Planning, Monitoring, Evaluation, and closeout as per the schedule).

·       HSE leadership, monitoring, and technical advice to ensure a safe environment daily for the fieldwork teams

·       Monitor and report HSE performance of contractors and teams, ensure strict compliance with the HSE requirements and procedures

·       Carry out HSE inspections and organize safety meetings.

·       Conduct regular, scheduled inspections & amp; audits to report findings to QHSE Manager.

·       Develop a high-performance team to oversee health & safety programs through first-line supervisors, Advisors, and/or HSE subject matter experts.

·       Contractor Safety, Permit to Work, SIMOPS, Safe Work Practices, Emergency Response, Process Safety, Motor Vehicle and Large Plant Equipment Safety, Occupational Hygiene, Fitness for Duty, Incident Investigation and Reporting, Human Performance, Environmental and Behaviour Based Safety principles and processes.

·       Ensure 100% compliance with Customer HSE guidelines.

·       Establish, monitor, and report HSE Objectives and KPIs

·       Preparation of HSE reports.

·       Identifies high-risk activities and conducts risk assessment of potentially hazardous operations and recommends appropriate control procedures.

·       Investigates and studies accidents and near misses involving personnel, and property to determine causation factors and identify corrective action and preventive measures that will eliminate occurrences and follow-up action necessary.

·       Receives and reviews suggestions to improve procedures from operational staff studies the same, and, where appropriate, incorporates such suggestions into operational procedures.

·       Monitors and audits compliance with reporting and investigation procedures recommending areas in which the reporting or investigating improved.

·       Periodically checks, or arranges for checking of HS & E equipment at work locations and ensures that it is present, accessible, and in good working order.

·       Perform Risk Assessment as deemed necessary.

·       Ensure all activities on-site comply with safety procedures in respect of the format signed off by the Safety Officer.

·       Review the contract documents for each Construction Package in respect of Safety requirements and procedures and advise the Construction Manager of any deficiency.

·       Review and advise the Project Director/Manager on on-site safety organizations and key personnel CVs as submitted by the Contractors.

·       Ensure all activities on site are in compliance with safety procedures in respect of the format signed off by the Safety Officer.

·       Undertake on-site monitoring of HSE performance

·       Lead HSE meetings on the project

·       Cooperate with all parties involved and ensure HSE is a priority.

·       Support and implement the company safety culture, policies, and procedures.

·       Ensures that work safety permits are enforced as necessary at all sites

·       Ensures employees are properly informed about the working, environmental, and safety policies of the organization.

·       Encourage teamwork at all levels of the organization, particularly across functions, and empower individuals to contribute.

·       Foster an environment of data-driven continuous improvement for all aspects of the departments.

·       Engage all department employees in safety issues and set high personal standards through a highly visible, hands-on management style.

·       Written policy and procedures ensure that regular emergency response is effective and that managers and employees are prepared at all times.

·       Manage key external interfaces including prime responsibility for OSHA, consultants, legislation, and where appropriate local community representatives.

·       Coordinates with operations, engineering & maintenance departments interface with HR concerning Health policy development and implementation

·       Responsible for maintaining conformance and certification to all Corporate and applicable ISO standards including 14001, 45001, and 50001.
