WORKING ON LIVE
ELECTRICAL LINES
AUTHORIZATION LEVELS
Roles and Responsibilities of
Electrical personal working on live lines
1.
The
electrical technician is responsible for all HV high voltage matters of
Electrical Safety within a designated operational area.
2.
Well
aware of certain HV high voltage switching duties, e.g. LOTO logs out, tag out of
electrical equipment to allow for mechanical work to be carried out, or
possibly synchronizing a generator onto the bus bars from an Installation electrical
control room.
3.
The
electrical technician is responsible for all HV high voltage switching
operations within a designated electrical operating area.
4.
The
electrical technician is responsible for the control and safety of all
electrical equipment in the Installation.
5.
The
application and removal of electrical circuit main earthling.
6.
Proper
harmonization of electrical Energy Isolation and de-isolation process.
7.
Electrical
work, in the close vicinity of live electrical equipment, as a recipient of a
Limitation of access.
8.
All
electrical technicians engaged in work on HV high voltage systems are assessed
for competency.
9.
Ensure
electrical maintain a record system of training for all technician personnel
involved in working with HV high voltage electric systems.
10.
Ensures
that the relevant procedure and the applicable pre-assessment i.e. PTW, RA,
Isolation, etc. are implemented.
COMPETENCE
As a minimum,
the electrical technician person shall have a base of knowledge in the electrical
engineering discipline and experience of:
· The design, construction, and
commissioning of electrical systems.
· Electrical operation of an HV high
voltage electrical system including the synchronizing of power generators.
· Electrical power system and operation
experience.
· Use of hazardous area equipment.
· The legislation applies to the
electrical facilities and their electrical operation.
· All the relevant procedures and the
applicable pre-assessment i.e. PTW, RA, Isolation, etc. are to be followed for
any work related to electrical systems.
ELECTRICAL PERSONNEL FOR LV LOW
VOLTAGE SYSTEMS
Roles and Responsibilities for
Electrical technician personal
1.
Electrical
technician personnel is responsible for all LV low voltage matters of Electrical
Safety within a designated electrical operational area.
2.
Well
aware of certain LV low voltage switching duties, e.g. LOTO logs out tag out of
electrical equipment to allow for mechanical work to be carried out, or
possibly synchronizing a generator onto the bus bars from an Installation electrical
Control Room, etc.
3.
Electrical
technician personnel is responsible for all LV low voltage switching operations
within a designated electrical operating area.
4.
Electrical
technician personnel is responsible for the control and safety of all
electrical equipment in the Installation in the control room.
5.
Ensure
plan application and removal of circuit main earthling.
6.
Ensures
proper harmonization of Energy Isolation and de-isolation process.
7.
Work
in the close vicinity of live electrical equipment, as a recipient of a
Limitation of access.
8.
Ensures
that all electrical technician persons engaged in work on HV high voltage systems
are assessed for competency.
COMPETENCE
At a minimum,
the electrical technician person shall have the experience.
· Knowledgeable of the rules to be
applied when carrying out switching, including isolation, on specific items of
LV low voltage electrical equipment in hazardous areas applied.
· All necessary to give first aid in the
event of an electrical incident.
The company
or organization shall have the above-mentioned authorization levels in addition
to this, they shall have a system to add competent personnel depending on the
type of activity as applicable which shall be documented and implemented in the
electrical system.
WORKING ON POWER LINES OR LIVE
ELECTRICAL LINES
GENERAL PRECAUTIONS
· Ensure PPEs shall be used depending on
the voltage level and overhead tower structure configuration.
· Ensure no equipment shall be fixed to
a tower rather than insulated shroud and lifting equipment.
· Ensure Live Line (LL) Working shall
not be used in mid-span joints which are categorized as non-compression joint
types.
· Ensure Live Lines working shall be
restricted to dry weather conditions. However, LL Working shall be prohibited
& stopped during adverse weather conditions like rain, fog, wind,
sandstorm, thunder conditions of live lines, etc.
PRECAUTIONS POWER LINE OR LIVE LINES
ACTIVITY
· Ensure proper barricading of the
working area by warning signs.
· Power line supports climbed and worked
shall be marked, e.g. with a Danger - Live Conductors band or suitable flag
pennants in the case of steel towers or structures of the power line.
· High Voltages of 33kV and higher, a
leakage monitoring device shall be installed in the man lift, and lifting
equipment by the experienced electrical technician.
· The live line LL working tool is in
contact with a live conductor, it shall only be handled by the certified tool
for a specific voltage level as per the electrical activity.
· Somewhere electrical conductors are
displaced from their normal positions, Safe Working Clearances between the
conductors and the ground or other objects shall be maintained.
· While moving electrical conductors supported
by LL live lines working tools, personnel shall always be prepared to lock the
Wire Tongs in case of developing a dangerous situation.
· Before recommencing the live lines LL working, the tools shall be dried as necessary.
GENERAL
· Before the start of all electrical operations/activities
where potential contact with electrical systems is envisaged, the competent
person shall identify overhead lines or exposed conductors, reference their
location concerning prominent physical features or physically mark the area
directly in front of the overhead line with safety cones.
· Electrical live line location shall be
discussed as a pre-work safety meeting of all personnel associated with the
activity.
· Ensure use of additional PPEs in case of Working at Height e.g. Safety Harness etc. as per ANSI Personal Protective Standard system.
LOOK UP AND LIVE FLAGS
To
prevent accidental contact of overhead lines, all cherry pickers, man lift, aerial
lifts, cranes, boom trucks, service rigs, and similar equipment shall use LOOK
UP AND LIVE flags. The flags are visual indicators that the equipment they are
working with is being currently used or has been returned to its stowed or
cradled position. The flags shall be yellow with black lettering and shall
state in bold the lettering of the flag.
EMERGENCY RESPONSE
If an overhead line falls or is
contacted:
1.
Ensure
a safe distance of 3 m or 10 ft. shall be maintained.
2.
Use
flagging and signs to protect motorists, spectators, and other individuals from
fallen or low voltage cables.
3.
Barricaded
or guards around the fallen cable area.
4.
Ensure
does not attempt to move the electrical cables.
5.
Ensure
does not touch anything that is touching the live lines or wire.
6.
Keep
away and be alert to water or other conductors present in the area.
7.
Electrical
technician personnel shall have emergency numbers readily available. These
numbers shall also include the local area electrical department, utility, police,
fire, and medical assistance for the ambulance.
8.
An
individual becomes energized, “Do Not Touch” the individual or anything in
contact with the person. Call for emergency medical assistance immediately. If
the individual is no longer in contact with the energized conductors, CPR,
rescue breathing, or first aid shall be administered immediately, but only by a
competent person. It is safe to touch the victim once contact is broken or the
source has de-energized.
