Road or Site Traffic Accident

To prevent and mitigate the impacts of traffic accidents on the project site and safe transportation of material off-site. Furthermore, the Project HSE plan also explains the incident management methodology. However, all employees are bound to comply with the following traffic safety requirements but are not limited to:

·         Obey all driving rules and regulations including HSE regulations;

·         Wear required PPE while working on-site;

·         Wear a seat belt while driving or sitting in a moving vehicle;

·         Pay attention to traffic safety signs and warning boards;

·         Fully comply with the agreed speed limits;

·         Immediately report to immediate supervisor when incident/ accident occurs;

·         Not drive if seriously sick or over fatigued;

·         Not remove or dismantle protection facilities, i.e. firefighting apparatus, and safety signs;

·         In case of an accident, the supervisor will be informed immediately. Contact details will be shared with the drivers.

Reporting Accidents:

·         Anyone having a motor vehicle accident within the site premises must report it at once to his supervisor, who will make a complete report of the accidents;

·         Accidents with private vehicles outside the site premises should also be reported. The concerned employee must report the accident to his supervisor;

·         Regardless of where the accident occurs, anyone who has an accident involving Company-owned vehicles must ensure that the occurrence is reported to his supervisor immediately.

·         However, the driver or any project employee present at the scene of the incident will directly call the EPC Contractor’s HSE Manager or his team. The appropriate personnel and equipment (including site paramedic and ambulance) will be dispatched to the scene of an incident and the victims will be transported to the nearest hospital or site clinic (in case of minor injuries).

Traffic control measures in areas affected by an incident will be adopted that include:

·         Establishing point traffic control on-scene;

·         Managing the roadway space (opening and closing lanes, blocking only the portion of the incident scene that is needed for safety, staging, and parking emergency vehicles and equipment to minimize the impact on traffic flow.

·         Following instructions of site traffic or emergency authorities

·         Deploying Flagmen to assist in traffic management.

·         Actively managing traffic control by placing lane control signs, and traffic signals in the affected area.

·         Designating, developing, and operating alternate routes.

·         Incident clearance will be carried out including removing wreckage, debris, or any other element that disrupts the normal flow of traffic and restoring the roadway capacity to its pre-incident condition. In addition, if the roadside facilities such as signboards, fencing, etc. are damaged due to an accident they will be repaired as soon as possible.

Medical/ Health Emergencies

Any situation, work-related or not, where one or more persons suffer from severe injuries or health conditions that require urgent medical aid and/or evacuation to off-site medical facilities. Examples: a person suffering from injuries due to a fall from a height, heatstroke, a person suffering from non-work-related heart failure, etc.

·         In routine toolbox talks, workers will be updated about the weather forecasts.

·         Appropriate rest areas and break intervals will be defined for the workers to take breaks during routine activities as described in the Labour and Working Conditions Management Plan.

·         All workers will be trained on medical emergencies i.e. injuries, heatstroke, etc.

·         During the critical schedule work activities, e.g. installation of wind turbine generators, an ambulance with a paramedic will be available on the site as described in the Occupational Health and Safety Management Plan. It will be ensured that first aid boxes are available in appropriate locations.  

·         In case of any medical/ health emergencies, the victim will be taken to the site first aid facility/ clinic for an initial check-up and first aid.

·         In case the patient is required to shift to the hospital, the designated ambulance of the project will rush to the hospital under the supervision of the paramedic.

·         The nearest hospital will be contacted during emergencies to tackle the situation, however, if required, the victim may be shifted to the main hospital in the city area.
