DRIVER TRAINING & COMPETENCY

PROFESSIONAL DRIVER, NON-PROFESSIONAL DRIVER, DRIVER TRAINING, INDUCTION TRAINING FOR DRIVERS, DRIVER TESTING AND DRIVER VIOLATIONS AND NON-COMPLIANCE

PROFESSIONAL DRIVER QUALIFICATION

Requirements to be qualified for working as a driver within the organization.

Health certificate stating the absence of physical illness, mental illness, psychological disorder, and fitness to perform duties from government hospitals.

Drivers possess a valid driving license for the type of vehicle required to operate light vehicles or heavy.

Drivers should have minimum experience for light vehicle drivers shall be a 1-year experience of driving after obtaining a license and 2 years’ experience of driving for heavy vehicle drivers or light vehicles.

Theoretical and practical training should have for drivers and trained in first aid treatment.

Additional training is required based on the type of vehicle and the cargo transported, such as load/cargo securement, if applicable.

NON-PROFESSIONAL OR INEXPERIENCED DRIVER QUALIFICATION

Requirements for drivers to drive a vehicle shall include, but not be limited to:

The driver has a valid driving license.

An automatic-only driving license holder shall not drive a manual-gearbox car or any manual vehicle.

Only drive vehicles that have a driver’s license as per country standards.

Drivers shall be trained on defensive driving at an awareness level.

DRIVER TRAINING OVERVIEW

The extent and nature of driver training will be sufficient to ensure compliance with the country's rules and regulations on road traffic.

Transportation of material as per the policy and objectives. The training shall meet or exceed the requirements of the country. Appropriate records shall be maintained and implemented. Refresher training of drivers shall be scheduled as necessary.

All personnel who drive on Company business or normal private personal vehicles at any time shall have a valid driving license that is appropriate to the vehicle driven. Professional drivers shall be fully conversant with local regulations and laws.

Driver training is required whenever:

The driver is recruited for a new job driving.

Some aspect of the driver's performance knowledge, skill, or attitude does not meet current requirements as per standards.

The driver's job is about to change e.g. promotion, new duties, a new type of vehicle, new procedures, or a change in the environment in a new country.

INDUCTION TRAINING FOR DRIVERS

In induction training to minimize risks, it is important to provide induction training, supervision by senior drivers, and continuous assessment of drivers.

Newly appointed drivers and any company or personnel requesting a company vehicle for business purposes shall attend a driving induction course before being allowed to drive for organization or company business purposes.

The course shall be specific to the job requirement and shall include:

1.       Main features of the company road transport safety process, highlighting key policies, rules, and procedures.

2.       Attitude to driving and how this affects the driving environment.

3.       Vehicle and driver documentation requirements.

4.       Country traffic regulations, traffic signs, and markings.

5.       Speed limits for each area are allowable.

6.       Incident block spots areas where frequent incidents have occurred.

7.       The risks of driving and common causes of incidents or collisions.

8.       Following the journey, management includes maximum driving and duty hours and formal rest periods.

9.       Defensive driving techniques as per standards.

10.   The effects of medication and substance abuse.

11.   Vehicle design, specification, and overall condition of vehicles.

12.   The benefits of vehicle safety features such as seat belts, speed limit, etc.

13.   IVMS basic features of vehicles.

14.   Responsibility for care, cleanliness, inspection, and maintenance of vehicles and associated equipment of vehicles.

15.   Appropriate product or cargo knowledge as per company laws.

16.   Cargo Securement.

17.   When, where, and how to use personal protective equipment of drivers.

18.   Emergency procedures include product and cargo characteristics awareness.

19.   Essential elements of incident reporting to the company.

The Driver's safety handbook shall include, where relevant:

·       Company road transport HSE policy requirement.

·       Emergency telephone numbers

·       Risks of driving

·       Common causes of incidents

·       Vehicle incident prevention measures

·       Defensive driving

·       Driver's responsibilities

·       Company safety rules

·       Product/cargo information

·       Driving hours and rest periods

What to do when an incident occurs including incident procedures, cargo shedding, spill containment, breakdown procedures, first aid, and firefighting.

1.       Weight limits

2.       Authorized routes and parking areas

3.       Washing vehicles and cab cleanliness and housekeeping

4.       Safe use of cleaning materials

5.       Instructions on correct loading and unloading

6.       Emergency uplift and cargo handling equipment

7.       Specialist cargo handling

8.       Passenger care

9.       Vehicle operation

10.   Vehicle safety features

11.   Vehicle inspection.

REFRESHER TRAINING

The organization or company shall provide refresher training to drivers once every 2 years to maintain optimum driver, and HSE performance.

Ensure refresher training can take various forms and can be modularized of training. It shall cover the key training issues facing the company in the context of the local driving standards, hazards, and conditions of issues. One of the main challenges is to maintain the interest of the driver, so simple repeats of the first course are to be avoided. A workshop-style format can be used to allow drivers direct involvement in the safety improvement.

SENIOR DRIVERS COACHING TO NEW DRIVERS

The senior drivers can be used to assist in the induction training of new drivers. Senior positions can be used as career development opportunities for experienced drivers. Senior drivers need to demonstrate above-average driving skills and be capable of working effectively in a coaching and monitoring role of driver.

The senior drivers can also help evaluate recruits and can carry out periodic reviews of fleet drivers and their vehicles. They have a key role to play in the quality control aspects of all driving activities of driving. They shall also assist new drivers in getting familiar with the routes that they will take as per company laws.

DRIVER TESTING

All professional drivers shall demonstrate their competence in a theoretical and practical test of driving.

DOCUMENT FOR SAFE DRIVING

A Document for Safe Driving shall only be awarded after a driver has completed all required training and associated competence assessment tests and medical examination for the type of vehicle required to operate of vehicles.

The Document for Safe Driving shall include:

1.       The driver's name

2.       The driver's photograph

3.       Company employee identification code

4.       Company name

5.       Date of expiry of the document.

6.       Types of the vehicle the driver is eligible to drive

7.       Signature of the driver

8.       Signature and date of the issuing authority.

DRIVER VIOLATIONS AND NON-COMPLIANCE

Violations and non-compliances shall be managed based upon principles and requirements set by the safety.
