Managing / Control of
Subcontractors
The organization
will ensure that major subcontract agreements with client-approved
subcontractors include a clause for strict compliance of the Subcontractor to
HSE rules and regulations, with an explicit statement that violation of Organization
HSE procedures or any statutory requirements may lead to fines, suspension, or
termination of the contract at the subcontractor’s expense.
Before
execution of any subcontract work, subcontractors shall participate in a
Kick-off Meeting to be initiated and chaired by the Company project management
representative. The meeting agenda shall cover the following:

Introduction of personnel and their responsibilities.
·
Subcontractor Scope of work and layout, duration, manpower,
etc.
·
Listing the Project HSE Plan and Procedures that the
Subcontractor must abide by. Copies of the applicable HSE documents are to be
officially sent to the subcontractor.
·
Review contractual implications of subcontractor
non-conformance to the HSE Plan.
·
Requirement for incident/accident reporting.
·
Subcontractors to Identify work permit areas, emphasizing confined
space entry and evacuation.
·
Discussion of the general site rules and the induction
training process.
·
Schedule initial equipment checkout and all safety and
equipment inspections.
·
Establish accepted ways and means of disposal of waste
material, effluent, spills, etc.
·
Review the transportation of dangerous goods requirements
when applicable.
·
Develop a plan and schedule for dealing with any safety
deficiencies before construction.
Subcontractor Participation and Compliance
Subcontractor
employees working in Company project sites are required to participate in the
following activities:
·
Induction Training
·
Tool Box Safety Talks
All
Subcontractor employees are expected to comply with HSE rules and regulations
that apply to Company workers.

Enforcement
·
A notice of non-conformance will be issued to any
subcontractor or lower-tier subcontractor when a serious HSE violation is
noted.
·
Subcontractors receiving a non-conformance notice will be
advised of the close-out procedure and contractual measures against them may be
implemented, depending on the circumstances.
·
Subcontractors will be held responsible for any breach of HSE
rules and regulations committed by their employees and will receive a
non-conformance notice when needed. Violators may be removed from the site
without further warnings.
